Safety of Women and Girls in Public Spaces in the NCT of Delhi
UN Women’s Safe Cities Global Initiative includes two main flagship programmes. In 2010, UN Women with UN-Habitat and 80 other international and local partners launched the “Safe Cities Free of Violence against Women and Girls” Global Programme in Quito, Ecuador; Cairo, Egypt; New Delhi, India; Port Moresby, Papua New Guinea; and Kigali, Rwanda. It is the first-ever global comparative programme that develops, implements, and evaluates comprehensive approaches to prevent and respond to sexual harassment and other forms of sexual violence against women and girls in public areas.
Delhi Safe City Program– Partnerships and Areas of Intervention
Launch – in the year 2009
The Safe Delhi Initiative was launched in November 2009 - the start of the international campaign for 16 days of activism against gender based violence. Following the launch, an MoU was signed between the Department of Women & Child Development (DWCD), Govt. of NCT of Delhi and the UN Women highlighting commitment to take forward the Safe Cities Initiative in New Delhi.
Safe Delhi Program – Areas of Intervention/Achievements
Enhanced State Accountability with the constitution of Core Group by the Delhi Government under the leadership of the Chief Secretary, GNCTD, to address women’s safety concerns in public spaces and to draw a strategic action plan on measures undertaken by nodal departments of the Government on Women Safety vide Office Order dated 20 May 2013 bearing No. F. No.76/ 45/ DWCD/ SafeCityProject /2011-12/ 4903-14.
This Core Group under the chairmanship of the Chief Secretary, Delhi provides a common informed understanding and a collaborative approach.
A STRATEGIC FRAMEWORK was developed focusing on Women Safety in public spaces published jointly by DWCD, Govt. of Delhi, UN Women and UN Habitat. This framework has resulted from extensive consultations with key stakeholders in the govt. and civil society and provides an overview of quick wins and long strategic gains. Key achievements of the Core Group addressing Women Safety at the State level
- Delhi Police (member of the Core Group) has passed orders that no jurisdictional dispute is allowed to delay police action/medical assistance to complainant of gender based violence.
- Release of the Guidelines for the care/treatment of victims of violence by the Health Department, besides regular sensitisation of doctors/nurses.
- Self Defence trainings in schools and colleges by the Directorate of Education in collaboration with Delhi Police and,
- Deployment of Marshals in buses by the Transport Department. More than 1500 Marshals have been trained till date.
- Maintenance of Street Lights: Core Group addressed the findings on almost 40,000 dark stretches found in a study by UN Women and Safetipin, a map based technology. Data on Dark Spots was shared with MCDs and PWD in line with the decision taken during the meeting of the Core Group. Resultantly, PWD has ensured installation of lights in almost all 40,000 spots.
Delhi Government has decided to undertake a second round of audits. The same has been approved by the Hon’ble Council of Ministers, Delhi Government. UN Women is supporting the initiative of the Delhi Government through its embedded technical support at the WCD Department, GNCTD
Noteworthy Accomplishments at the State and Local Level
UN Women committed to the safety of women in Delhi has extended technical support to the Department. This has led to inimitable gains by ensuring the smooth implementation of some key women centric legislations wherein the WCD department is nodal. These are Prevention of Sexual Harassment of Women at Workplace Act, 2013, Protection of Children from Sexual Offences Act, Immoral Trafficking of Women and Children Prevention Act, Gender Responsive Budgeting.

2. Addressing sexual abuse of children in institutional premises – WCD Department, Delhi Govt. has developed Education and Communication material (Child Protection Policy; Training module for Caretakers and Awareness generation IEC material) on the prevention of child sexual abuse developed in a partnership mode. Soft version of the same has been uploaded on the department’s official website (http://www.wcddel.in/PostersThree.html; http://www.wcddel.in/Jingles.html)
These modules and IEC material are widely used in the institutions under the Juvenile Justice Act and also in the school under Delhi Government.
Legislative Frameworks Strengthened To Promote Gender Balance
3. Prevention of Sexual Harassment of Women at Workplace Act, 2013 –
- Training cum Workshop & Awareness Generation – WCD department has organised till date four training programmes for a diverse group of stakeholders comprising of District Magistrates/District Officers/Delhi Govt. Departments/Key NGOs/Corporate Groups/Members of Local Complaints Committees.
Focus of these Training programmes has been:
- Salient features of the SHWW Act, 2013; initiation of the complaint and Inquiry process; rights of the complainant/respondent and duties of the employer.
- Notification of District Officers - District Magistrates of all districts have been notified as “District Officers” as per Section 5 of SHWW Act, 2013.
- Constitution of Local Complaint Committee & Appointment of Nodal Officers – As per available records out of total 11 districts, 8 District Officers/District Magistrates have constituted Local Complaints Committees. Three have nominated Nodal Officers in the districts under their jurisdiction as required under Section 6 and 7 of the legislation.
- Advisory on the Constitution of Internal Complaints Committee has been issued to all district officers under Delhi Government. Standard Operating Procedures under the Act have been developed.
- Developing IEC material (print and electronic) to ensure better awareness of the provisions under the legislation.
4. Immoral Traffic Prevention Act, 1986
Measures taken to address Trafficking of Women and Girls for Sexual Exploitation
- Meetings of State Level Coordination Committee on combating Trafficking of women and girls

Strengthened capacities of Government Stakeholders on Gender Policies
5. Strengthening Gender Responsive Planning and Budgeting – WCD department as the nodal department with the technical support from UN Women has initiated the implementation by assigning UTCS as the state nodal training department.
6. Sustainable Development Goals
- Drafting of Delhi Govt. Vision Document 2030 addressing SDGs 5, 10 and 16 focusing on Women Empowerment and Social Inclusion and Peaceful Institutions and Societies.
- Delhi Govt. Vision Document 2030 addressing SDG 1 on Poverty Elimination.
7. Monitoring Framework for the Shelter Homes for Women and Girls (both Govt. run and licensed by the Govt.) – Delhi Government is improvising the existing Monitoring mechanism in collaboration with the UN Women.
8. Involvement of the Department of WCD, Delhi Government with the UN Women and its Partner NGOs in their program on Safe Public Spaces for Adolescent Girls. Ensured the Takeover by community girl of the seat of Director (WCD), GNCTD on 12 September, 2017. This has been further supported by the participation of Government Officials in community based events.
9. Technical support extended in rolling out the Community level awareness programs in resettlement areas focusing on Girls Safety, prevention from Child Sexual Abuse and POCSO legislation/Safe/Unsafe Touch of the Department of WCD, GNCTD.
